Vision Planning in the Age of Globalisation

The Role of Cities in the Global and Regional Economy No country that is developed today has done so without vision building and planning. During the last two decades a number of newly industrialising countries including South Korea, Taiwan, Malaysia and Singapore have successfully developed their free market and outward looking high tech economies using well designed visions, indicative planning, state management, private initiatives, public participation, and foreign investment. In this context, vision planning through National Spatial Development Planning (NSDP) has been the key to the competitive development of these countries and their large cities. NSDP is predicated upon the understanding that development is a multidimensional strategic process requiring vision-building and spatial planning; that sustainable and balanced development demands integration of space and sectors; and that development is a goal-oriented and organised process requiring both centralised and decentralised institutions and participation. By focusing on VP and NSDP, the 3rd SUPS intends to deepen the debate on their theoretical and methodological foundations as well as institutional requirements. It also aims at promoting better ways of implementing these planning concepts. Attention will be focused on the role VP and NSDP can play in the competitive place and function of emerging economies and growing urban centres, including Sharjah, in their national, regional and global environments. |
